According to authorities, Soliman specifically targeted the “Zionist group” that had gathered in Boulder, motivated by a desire to stop them from taking over what he believed to be “Palestine.” Paperwork found in Soliman’s car included documents with the words “USAID,” “Israel,” and “Palestine,” as well as a red gas container and rags. A senior State Department official confirmed that Soliman is not a USAID employee. Soliman allegedly planned the attack for a year, waiting until his daughter graduated before carrying it out.
